规则与准入
EDC 工程的采购方式取决于资金来源：由亚行（ADB）、世行（World Bank）、KfW 等出资的项目，须遵循出资方的采购规则（如世行《采购框架》的国际竞争性采购、公开竞争性采购、招标 Request for Bids 等）；EDC 自有资金的工程则按柬埔寨本国采购规定办理。对外国承包商而言，须先在柬埔寨合法设立经营主体并办妥商业登记（见施工企业资质专题），方有资格投标。
No person may operate as an electric power utility or supply electric power services except he/she has performed under and in accordance with the terms of a valid license issued by the Authority.

资格前提：外国企业须依《商业企业法（2005）》在柬埔寨设立公司，并在营业地主管机关（省市商业局或商业部指定地点）办理商业登记（第14条）；除法律禁止的行为外，外国自然人/法人与本地公司同权（第278条）。投标阶段的具体要求（如标书以 US$300 现金购买、投标保证金金额与形式）由 EDC 每期招标公告规定，遵循前述出资方/本国采购规则。具体数额以 EDC 当期招标公告为准。

外国施工企业须先在柬埔寨合法落地：依《商业企业法（2005）》设立公司，并在营业地主管机关办理商业登记（登记处设于省市商业局或商业部指定地点，第14条）；除法律禁止外，外资与本地公司同权（第278条）。用地方面，投资项目用地所有权仅授予符合法规的柬埔寨国籍者，外资可通过经济土地特许权、永久租赁或定期租赁取得土地使用权（投资法第21条）。电力工程属受监管的公用事业活动，施工企业还须确认其客户（如 EDC 或 IPP）已持相应 EAC 牌照，工程本身通常作为持牌企业的分包/总包履行合同。
